As regards the beta, those with a redeem key for the beta can currently access the beta. Those (like me) with Crackdown, still have not been given access to the beta. Many news websites mention this:
"Bungie and the Xbox LIVE team are aware there are issues downloading the beta via Crackdown. They're working on the issue, and they expect everything to be up and running soon. Frankie's on point to keep everyone updated, so as soon as there's news, you'll find it on www.bungie.net. Major Nelson, AceyBongos, and the Gamerscore Blog team are also watching things closely, and we'll tell you what we can as soon as we can."
In fact, Major Nelson's site has been taken down due to high volume of traffic.
